Clarification for a question on form 1310

Due to my father passing on Feb. 2020, I am filling out form 1310. He didn't appoint anyone and there was no will. TT filled out everything for me, but I still have a doubt about what this means; "As the person claiming the refund for the decedent’s estate, will you pay out the refund according to the laws of the state where the decedent was a legal resident?" specifically asking if I'll pay out the refund.  This is only the second time I've filed taxes for myself so I'm new to tax terminology. Thank you.

It means that you will pay out the refund in accordance with the laws of descent and distribution of the state where the decedent resided.

 

In other words, that you will follow the dictates of the decedent's will (if any) or the laws of intestate succession applicable in the decedent's state of residence.
