Get this error today on Feb 1, 2019. I have the latest TurboTax business updates installed.
The Federal 1120 filed fine.
You cannot e-file this tax return because the Intuit Electronic Filing Center is not open for the season yet. We accept 2018 Virginia S-Corporation tax returns from beginning of tax season to end of tax season. We'll see you then!

The latest installed (listed) update in TurboTax business was Jan 10 or thereabouts.
Is TurboTax state really not ready yet or is this some kind of program problem?

The same thing happened to me - on February 3, 2019. When will Virginia be ready to accept transmissions of completed 2018 Virginia S-Corp returns. I completed every step using the desktop software for the US and VA but when I went to submit, I got a message that said VA was not ready for it.

Here's some additional info that may be helpful to you.
The FAQ on the TurboTax site for this error is worthless. I would be amazed if these suggestions helped anyone. The FAQ states that the problem could be your computer date is wrong (mine wasn't, of course) or that you need to ... wait for it ... un-install and re-install TurboTax (I'm surprised they didn't say I needed to re-install Windows). After trying everything else, I tried un-installing and re-installing and even re-installing State. No difference. Same Error.
I also got a hold of a "support person" at Intuit who was, to be kind, clueless. He spent 10 minutes looking for the same article I mentioned above that I told him about that I found on their site. He had no actual knowledge of the product or any suggestions, contacts at Intuit (he was probably just a contractor), or next steps. Not sure how I reached him without paying, but I got what I paid for. I almost laughed when he asked me at the end of the call "is there anything else I can help you with?". I had to remind him he hadn't helped me yet or made any suggestions other than a high-level sanity check. Of course he just wanted high reviews on the survey email which came rating the call.
I called VA Tax and was told that they WILL accept a paper return (despite what TT says) so I just printed it out, included a note saying that due to a TurboTax severe bug (with no support from the company), I was not able to use the software as expected and sold.
Not sure what else to suggest as Intuit does not seem to really be interested in helping you unless there's a revenue stream attached to your support call and I'm doubtful how many levels it would take to reach someone who could help (or would want to).

I should also have added that my accountant said he's e-filing VA returns already (using the professional TurboTax software) with no problems. Additionally, TuroboTax says it's "ready to file" so the "not ready" error at the end is ridiculous and almost certainly a bug.
I'm sorry you are still having problems. As for me, I just tried it again - and it worked! No changes. Nothing different.
