Can we use the 2016 Turbo Tax personal and business package to file our 2017 returns on?

If you are speaking about the TurboTax program that would prepare a "tax year 2016" income tax return - an income tax return that you'd normally mail in sometime in 2017 - then no, you can't use that program to prepare a "tax year 2017" income tax return.  The tax laws change every single year, sometimes dramatically.  You have to use a 2017 version of TurboTax.
