Can't e-file a MA partnership return with a refundable credit

I'm trying to file a 1065 for 2023 Federal and MA, and getting a message that entries are not allowed in Section 2 of MA Schedule CMS for Partnership returns for electronic filing... but paper filing is not allowed for MA partnership returns any more, so it's unclear why this would be or how to move forward.

I am fully updated. It isn't that the whole form can't be e-filed, but specifically that it doesn't allow entries in Section 2. I could potentially move the entry to Section 1, but the whole point of filing is to take advantage of a refundable Conservation Land credit in this case.
