What do you mean by "full amount?" Do you mean you did not get back all of the tax that was withheld from your pay? Or do you mean that the state processed your state return and reduced your state tax refund?
Full amount for state? Are you saying that you sent in your return and received less than was calculated and you were expecting from the state? If so, you will need to call your state department of treasury to find out what happened. Generally, when they do not issue your full refund, they will send you a letter of explanation as to why.
Or do you mean, you paid in XXX amount and only received XX back? If so, then it would be because you had a tax liability based on your income and only got back the excess that was withheld and not the full amount you paid in. This happens to people frequently when their income goes up or they no longer can claim certain dependents. Depending on the state it could be that in previous years, you qualified for tax forgiveness, but this year you do not.
