What do you mean by "make" a new W-2? For whom?
Do you need to file a tax return for someone else? Or add another W2 to your return? Or issue a W2 to an employee in your business?
Did you already file your return and need to amend it to add a new W2?
I think you may be trying to add a W-2 form in addition to the one that you already entered. If so, follow these instructions:

If you need a copy of the actual W2 you have to ask your employer for another copy or get a W2 copy from SSA

Or If you just need the information from your W-2, but not an actual copy, you can get a Wage and Income Transcript from the IRS for free. This will contain the information from all the W-2s that were sent to the IRS by your employers. However, it does not include the state and local information (boxes 15 - 20). Go to the following link to get a transcript. You want a Wage and Income Transcript, not a Tax Return Transcript.
You can contact your old employer and request a new W-2.
A transcript of Form W-2 is available from the IRS. You can order a Wage and Income Transcript, but the information not may be available until late May. You may need to file an extension to file your return in October.
If that is not possible, you can file your return using a “substitute W-2” but you will not be able to electronically file your return. To do this, you would need to have your final paystub from December and file using the numbers on that final paystub. Please see this TurboTax Help article for filing a substitute W-2.
