Can parents with only ITIN numbers claim the CTC ($2,000 per kid) for their children with SSN born in the US?

Can parents with only ITIN numbers claim the CTC for their children with SSN born in the US? I know they can claim the ACTC but I wonder if they can claim the CTC ($2,000 per child) with their ITIN number (parents do not have SSN but kids).

Who must be a U.S. citizen or resident? the child? the parent? Let me tell you that I have tried two free online tax software to file the individual 2018 income tax, but the software does not allow to get the CTC ($2,000 per child), just the ACTC (15% of adjusted gross income) for parents with ITIN numbers and dependents with SSN. What can I do to get the full amount CTC for parents? Manual filling? let me know how to do it please.

I am not asking regarding a child with an ITIN. Please, let me know how to claim the CTC for parents with an ITIN having dependents (children) with SSN.

Ok, but the online software does not allow to get the CTC for parents with an ITIN and self employed (of course they don't have W2). The software allows to get ACTC only. Can you check and test the software?

If you preview your Form 1040, what is on line 12a?  Line 17b?

If only the ACTC is there then there is probably not enough tax liability to qualify for the CTC.

For the child tax credit of $2,000 per child.

The child must have been no older than 16 at the end of 2018.
The amount of child tax credit you can receive is limited by your taxable income (1040 line 10)
If your taxable income is zero, then you are not eligible for any child tax credit.

However, if you do not qualify for the Child Tax Credit, and if your earned income is greater than $2,500, you might be eligible for the Additional Child Tax credit.  That amount is 15% of earned income greater then $2,500 up to a maximum of $1,400.

Too high of an income will reduce or eliminate the CTC also.
    Married Filing Joint - $400,000
    Single,  Head of Household, or Married Filing Separate-- $200,000

The child tax credit will be reported on lone 12a on the 1040 form.  Additional Child tax credit on line 17b on the 1040 form.

Line 12a is blank, line 17b shows the ACTC amount. Three children under 3 years old with SSN, they qualify. Taxable income line 10 is zero, 'cause adjusted AGI is less than standard deduction amount. Testing with higher AAGI (then line 10 > 0) line 12a shows a little amount (just 10% of taxable income), but does not show the full credit $2,000 x 3 children ($6,000) expected. Deduction: Parents with an ITIN are not entitle to the full CTC, only 10% of taxable income as CTC. Would this return change whether parents have SSN? will get the same 10% of taxable income as CTC? Let me know if I am right. Thanks.

Yes. ITIN filers can claim the Child Tax Credit (CTC). However, there are still requirements that must be met. To claim these credits, the dependent child (or children) must:

  1. Live in your home for over half the year (limited exceptions to this rule apply)
  2. Be your child, stepchild,  adopted child, or foster child, or your brother or sister or stepsibling (or a descendant of any of these)
  3. Be under 17 years old at the close of the year
  4. Not provide over half of his or her own support for the year, and
  5. Be a U.S. citizen or resident
