Sure but you'll have to mail in your return. To e-file a state the federal must be filed first or at the same time. Rejection of the federal will result in rejection of the state.
No, you can't do that. For security reasons, TurboTax does not allow you to e-file your state return unless you e-file your federal return first or at the same time. See the following FAQ.
