I moved to New York City in August 2023 and I have been living in NYC since. But I have not gotten around to get my NY driver license. Am I consider NY resident and file my federal tax resturn online with my Oregon driver license?

Yes, you can enter your Oregon ID even though you reside in NY. It doesn't matter which state that you live in when you prepare your federal tax return. When you answer the questions in the Personal profile section, TurboTax determines your state residency.
You will file a NY resident tax return since you lived there for all of 2024.

You are not required to enter a drivers license to e-file your federal return. It adds a layer of security but you can skip that screen if you choose to. Some states are very picky about the ID you use to e-file, so NY may not take kindly to an OR license. If you have been living and driving in NY since 2023----it is now 2025----get around to complying with the law in NY and get a NY drivers license---which you were supposed to do within 30 days.
