No, 2018 returns must be mailed they cannot be e-filed.  To file a 2018 return with TurboTax you would need to download the 2018 tax software & install it on you computer.

I Have turbo tax install in my computer, I did my taxes late and mailed them back in march,  IRS claims no receipt yet.  can I still e-file 2018?

I am not being able to file 2019 because my AGI does not match.

No. 2018 tax returns can no longer be efiled. The 2018 tax return must be printed and mailed. If you have not yet filed your 2018 return, use an AGI of 0 on your 2019 return to submit electronically.

i tried using $ 0 AGI and it was rejected again.  what should i do?   Paper file returns are taking more like 6 month to process,  i filed my 2018 in February and still does not show in the IRS system.

You cannot e-file a 2018 tax return anywhere.  E-filing is only the current tax year (2019).   @EBUTTER1954
