Can I file jointly

Yes, you can file jointly if  you were married as of December 31, 2018. If you were married but lived apart from your spouse, were separated, or were in the process of getting a divorce that was not yet final, you were still considered married.

I believe that the first answer you got - the Date would be 12/31/2019.
