You need the SSA-1099 to report the benefits received accurately.  Unless you have changed your address then you should have received the form in January 2020 for tax year 2019.

Go to this Social Security Administration website for how obtain the form - https://www.ssa.gov/myaccount/replacement-SSA-1099.html

However, if the Social Security benefits are the Only income to be reported on the tax return, then there is no reason or need to file a tax return.

but I thought the disability is not taxable, which is why the Taxpayer didn't receive a 1099......

Social Security Disability Income can be taxable if you have other income to report on your tax return.

Up to 85% of Social Security Retirement/Disability/Survivors benefits becomes taxable when all your other income plus 1/2 your social security reaches:

  • Married Filing Jointly - $32,000
  • Single or Head of Household - $25,000
  • Married Filing Separately - 0
