i am on my parents as a dependent but they are not receiving the child tax credit, so can i claim myself on mine?

NO. Your parents can still claim you as a dependent even though they can no longer get the Child Tax Credit. If you are preparing your own tax return, you say that you can be claimed on someone else's return. If you do not say that, you cause a bunch of trouble for your parents when they try to file.
