I was told, you need to file first. If they file secondary, they will get a notice that the child has already been claimed. They could appeal (just as you can) proof & investigation will occur. They can be charged with fraud if they knew you claimed the child. Could have changed, so hopefully an expert will reply.
@bpospashley Not exactly sure what you are trying to ask about or what you are trying to do. Your situation has not been made clear here. If you are trying to claim children as dependents, understand that the refundable child-related credits like additional child tax credit or earned income credit are based on having income earned from working. You mentioned a "fixed income." If you are receiving Social Security or a pension, etc. you are not eligible for refundable child-related credits. Not sure what you are referring to when you say the "government" wants you to take in your children's children. Provide some details and we may be able to help more.
