Can I claim my Father 60, a full time resident of Mexico as a qualifying relative (depedent) on my 2018 return? Or does he have to be a US citizen/res alien/national?

Turbotax is not adding the credit to my return even though It says my father qualifies as a dependent.

If you are talking about the "Other Dependent Credit", yes, he would need to be a US citizen/res alien/national to qualify.
