Can anyone tell me how claiming my permanently disabled 20 year old son who receives full SSI and no earned income will effect his Illinois Medicaid eligibility? The tax people I have been able to speak to aren't well versed in the Medicaid/Disability guidelines
You need to contact your state Medicaid agency to get the answer. As tax people, we keep up with tax laws, not Medicaid laws by state. We can only read the rules we find published which clearly state each case is a little different.

If you are paying the rent for an adult disabled child, then that cost is part of your support for the child. It provides part of the justification for you claiming the child as a dependent, but is not deductible on your return.

So who can help me with this? The taxpayer is a Caregiver for a disabled client (not related to each other). The disabled client lives in her household and gets disability income from SSI. Caregiver is a W-2 employee and pays more than half the disabled clients total support, I am under the impression that the disabled client qualifies as a qualifying relative and as her dependent. There are 6 people in the household, in which the caregiver pays the majority of rent, utilities, food and other items.

A. In the personal info/you and your family section , you enter the dependent's info and answer the follow up questions. For relationship, select "someone else I support", then "other". The follow up questions are for the rules below.

A person can still be a Qualifying relative dependent, if not a Qualifying Child, if he meets the 6 tests for claiming a dependent:

He must have a US social security number or tax identification number (TIN)
Nontaxable Social security (and SSI payments) doesn't count as income, for the income test, but social security and SSI money he/she spends on her self does count as support not provided by you, for the support test. Money she puts into savings & investment does not count as support she spent on herself.

You say the person is your "client". Any money you are paid, to be his/her caretaker, is considered support not provided by you, for the support test.
