Can I claim my 20 year old daughter who is a college student and works part time? Her schooling is being paid for by grants. She also made approx. $9500+ working part time and they didn't take out taxes on her. I have provided for and took care of her the entire year. Does she need to file her own taxes or can I claim her?

Both---you can claim her, but she can file her own tax return.

If your dependent has a W-2 for his after-school job, summer job, etc. you do not include the information on your own return. You can still claim your child as a dependent on your own return. He/she can file his own return for a refund of some of his withheld wages (he won’t get back anything for Social Security or Medicare), but MUST indicate on it that he can be claimed as a dependent on someone else’s return. (Supervise this closely or prepare it for him!)
If your dependent’s earnings were over $400 and were reported on a 1099Misc then he must file a return and pay self-employment tax for Social Security and Medicare. You may want to use this version of TT for that:

Note----You commented "they didn't take out taxes on her" Did she receive a 1099Misc? That means she is going to owe self-employment tax for Social Security and Medicare and she MUST file.

If she is a full time college student, you can still claim her as a dependent.
If your daughter income is wages reported on form W-2, she is not required to file a tax return.
If her income is reported on form 1099-MISC, this is self-employed income and she is required to file a tax return. She has to pay self-employment tax calculated at 15.03% on 92.35% of her self-employed income. She has to indicate on her return that she can be claimed as a dependent by someone else.
She worked at 2 different jobs in 2019. Both are W-2. Both jobs took out Social Security and Medicare. But one job took out State and not Federal. The other job took out Federal and not State.
Yes, you can claim your daughter if she is younger than age 19 or a full-time student age 19-23, and does not have any of the following.
Unearned income (interest, dividends, capital gains, taxable scholarships, unemployment compensation) of more than $1,050.
Earned income (wages, salaries, tips, and fees) of more than $12,200.
Gross income (earned and unearned income) was more than the larger of: $1,050 or earned income (up to $12,000) plus $350
If none of the above items apply you qualify to claim your daughter as your dependent. However, your daughter may want to file anyway to get a refund of any tax withheld. If she does file a return make sure that she checks the box that someone else is claiming her.
