You cannot put your baby on a tax return until you file your 2021 return in 2022. There will be a way to add your child born in 2021 for the advance child tax credit payments when the IRS portal is fully functional. If do not or cannot use that portal then you can get the full CTC amount when you file a 2021 tax return and claim your child as a dependent.
