Form 8948 is for tax professionals who are required to electronically file the tax returns that they prepare for clients. For filing your own tax return there is no requirement to file electronically, so you do not have to explain why you are filing on paper. Form 8948 does not apply to someone filing his or her own tax return.

that form is only for certain tax return preparers who the IRS requires to file all returns electronically. this wouldn't apply to those who self-prepare their returns.
