First, you need to contact the employer and let them know the W-2 is NOT correct and a new one needs to be issued.
The corrected W-2 is a W-2C, and then that would be used to file your return.
If the employer refuses to correct the W-2 then you will have to contact the IRS.

A substitute W-2 would have to be filed with the amount of the taxes withheld on it. Don't do this however until employer first has a chance to correct this.
