The due date for 1Q 2023 estimated payment was 4/18/23 (same as Federal). Turbotax is adding the penalty form because it thinks the due date was 4/15/23. Same for 4Q estimated payment. There should be no penalty and these forms are not needed.

As the payments are due a few days later because of holidays and due dates falling on a weekend, you can enter your payments as having been made by the original due date and that should resolve your issue, assuming you didn't mail them later than the actual due date. The actual form says they are due on April 15 and January 15, with a footnote saying you can pay them late.

Changing the date paid to the 15th is what I did as a work-around to get through this. It shouldn't be necessary as the exact same situation (dates) exists with Federal and the Federal software handles this properly; the state version should do so as well.
