No.  Your fee is not based on your age.  It is based on the simplicity or complexity of your tax return---meaning what forms and schedules are needed to prepare the return.  If you have a VERY simple return that only requires a Form 1040, you can use the Free Edition.

If you are a minor and you are filing your first tax return---you can be claimed as a dependent on a parent's return.  It is VERY important for you to mark on your own return that someone else can claim you as a dependent.

You can actually see if you can do the free filing with the IRS under their pilot program that just started.  See if you qualify under their parameters first.  Go to directfile.irs.gov.  This is for easy filers who live in certain states.  You can see from that link.
