I am doing my 2021 taxes late, in December. Usually, I just import the brokerage information using the import function but my broker has already removed the 1099B, 1099DIV, etc... from 2021 and is in the process of moving to the 2022 form. Is there way to upload the 1099B PDF file into Turbotax from 2021, if I manually download it my broker's website?

Well, this is quite unsatisfactory. The main reason I pay money for TurboTax Premier is so that I can import data from my broker. They provide a unique "Document ID", and there should be no problem importing from a prior year. But, apparently, there is a problem. The broker, TD Ameritrade, assures me the data is available. TurboTax is not giving me what I paid for.
If they say 2021 or earlier is still available it might import. Did you try? But usually they take down the prior year import files. The import files are different than the 1099 pdf you can download.
