Anyone else having problem e-filing with IRS Form 2210 under tax reform

I don't know if multiple e-file attempts will trigger an audit, but I would like to justify the deleing of Form 2210. The rules for paying estimated tax is the same as the rule for incurring a penalty for under withholding.

General Rule
In most cases, you must pay estimated tax for 2018 if:
You expect your withholding and refundable credits
to be less than the smaller of:
a. 90% of the tax to be shown on your 2018 tax return,
or
b. 100% of the tax shown on your 2017 tax return.
Your 2017 tax return must cover all 12 months.

In other words, if you paid (withholding+estimated) 100% of 2017 total tax (as I did) or 90% of 2018 total tax you do not owe a penalty. Therefore, you do not have to file Form 2210. Form 2210 is required to get a waiver of penalty for people that paid less than the above amounts, i.e. 87% of 2018 total tax.

Stu707,  I can create the form as you outlined in your instructions, but was the explanation form included with the form 2210 when you electronically filed?  Mine was not and I received the reject message again about not including the explanation form.

My return was rejected

"[WaiverExplanationStatement] must be attached to Form 2210"

I went to Forms mode

Open Form 2210

Go to Part II line B

Click on "Explain" on right margin

Type your explanation

This worked for me, Return Accepted

I have TT on PC Windows 10

ChalieP, In Forms Mode, if you have successfully completed an explanation using the Zoom to Quick Work sheet on Form 22, Line 17, when you move to another form you will see 2210 in the list of forms on the left side of the screen. Underneath the 2210 and offset to the right will be an entry saying Waiver Statement. It will be in abbreviated form.

You can check to see if your statement was included by exercising the option to print the return you are filing. It should be there, if you are using a Mac, one of the options in the Print dialogue is to open the file in PDF viewer. If the explanation is there, you will see it.

I sincerely appreciate your suggestions and I just figured out how to reply (sorry it took so long)

I did all the above this morning but then could not print the explanation  - and when I tried to print the forms after visiting another form

there was no longer page 2

so I have no idea what is happening with the software.

I did try to transmit and so far it has not been rejected

but then since I cannot print the pages I thought I had Page 2 and explanation I am not sure what was transmitted.

no immediate rejection but told me might not know until Saturday

I will keep you posted Thank you 10 kids  !!

Stu707,  I agree with everything you wrote.  I have Windows desktop version of TT.  My issue is electronic filing.  I was able to create form 2210 and the explanation statement (manually) on the additional form.  However, if you want to electronically file the return, the waiver explanation form is not included.  In fact, if I print the return as a PDF, using the option to include "all official forms required for filing" the explanation statement form is not included.  So even if I want to file by paper, I would have to print the form myself, which under normal circumstance I wouldn't even know I had to do this manual part and would have assumed that TT included all the forms I needed.  Which in this instance TT did not.   If it wasn't for the reject error no one would be aware that the paper filer had a problem as well.  This needs to be fixed.  Another issue is, I can not file my two state returns electronically because my federal return was rejected.  Thus I paid for a filing service that I can not use (so far).

Can you help me with this? I have several versions I tried to send early ones rejected, now latest is "awaiting review"
How do I know which one is the current one that was transmitted as
there are different explanations in the two versions (one net and one more complex)
and one version has 2210 with page 2 and the other stops at just page 1
How do I know which version is the one submitted? Thank you

CharlieP, In Forms Mode when you look at the list of forms on the left of your screen, do you see 2210 with Waiver Statement underneath it and offset to the right of 2210. If you see that, than TT has completed the statement.

When you select Print, you must be back in EZ Step and under the File tab and have selected Electronic Filing. The option you select should be to Print a copy of the return you are about to file. The waiver explanation should be there if it showed in the forms list I referred to above.

I am reluctant to comment on various rejection notices for fear of making things worse. I am a resident of CA and my state would not accept an efiled return until the IRS accepted my Federal return.
