You do not indicate which state you are from.  Each state runs its own unemployment program under rules set by the USDOL, so program guidelines, including eligibility requirements and benefits, vary from state to state. You'll need to contact your state UI office to determine what documents you need and how to file for benefits if you don't have certain docs like a driver's license and/or state ID.

You can visit your state's unemployment website to find out the information you need.  It is likely that they are only taking online applications at this time.  Many government offices are closed to the public during the pandemic, but are still operating.  Unemployment offices are quite busy right now.  Google <state> unemployment compensation or some such search term and you should be able to find it pretty easily.
