When I inserted the amount withheld from my paychecks for federal tax, it rounded up to the nearest dollar- is this right? Should I be getting back less?

all numbers are rounded up or down - if less that 50 cents it rounds down and if more than 50 cents it rounds up to the nearest dollar.
