Affordable care act for 8962 not required to file, TURBOTAX requires to upgrade for 1095-A

I'm using free edition of online Turbotax product.With a New American rescue plan IRS is not requiring to file form 8962, and Turbotax will not include it in my return. But when I fill out for 1095-A, Turbotax requires me to Upgrade and pay for tax return. I do not get any tax back, I received too much of advance payment, but with a new law not required to pay back. Why would they require me to upgrade if they will not submit  my form 8962?
