What does this notice mean?

Do not respond to the text.

Wait to get the tax notice, and then check with your state to be sure that they issued it.
Once confirmed you can respond to the state notice.

It wasn't a text. It's a notice I received when checking the status of my state refund.

The state should send you a letter in the mail explaining the changes.
