I purchased the 2019 Delux Edition and cannot access online only gives me a desktop download option and I don’t have a desktop

If it takes you to the download option you bought the Desktop program. Sorry you can't apply the Desktop purchase to the online version. They are separate things and don't talk or sync to each other. And now Online is closed for 2019. So you have to find a computer you can install it on or get a refund for the Desktop CD/Download program.

Did you pay for the Deluxe Online version? If you started online you might be able to efile until Oct 31. You have to log in to the same account. Or you can print and mail it.
It's common to end up with multiple accounts. First LOG OUT of whatever TurboTax account you're logged into right now. Then use this TurboTax account recovery website to get a list of user ID's for an email address. Run the tool against any email addresses you may have used
