Hi there, I sent my 709 form to the following address by certified mail with signature required.
USPS tracking shows "Moving Through Network In Transit, Arriving Late". When I called USPS, the agent says that it will never show as delivered as they don't scan tax returns. Is that right? I don't believe so as I had sent the same way last year which showed as delivered. Would you recommend that I sent it again with no signature required as I am not sure if this means that it is lost.
Also, I tried opening a USPS service request, but it does not recognize the IRS address below and doesn't let me complete the request. Please advise if there is a way to get around this situation. Thank you.

The USPS website mentions nothing about not scanning tax returns and specifically mentions options for proof of mailing.
Mail Your Tax Return with USPS
The IRS will not accept an unsigned tax form, so sending an unsigned duplicate will not be accepted. If you mean, should you send a signed copy, without requiring a signature from the recipient, you can do that. IRS will reject a duplicate return so it will only process the first one it receives.
You can also drop off a copy of your return at your local IRS office.
You can send your return by private delivery carrier (FedEx, UPS, etc.)

Thank you! I plan to resend signed forms again as USPS tracking continues to be the same. I think the USPS agent's response was incorrect as my last year's tracking for the same shows as delivered.
Also, please confirm if the address you sent below is the same as Department of the Treasury Internal Revenue Service Center, Kansas City, MO 64999 for opening service ticket with USPS as USPS doesn't find the 64999 address to be valid for opening the ticket. Thanks again.

Yes. Pershing Road is the physical address for the IRS Kansas CIty campus.

@jackkgan - Currently the same is happening for my 1040x with USPS. It is saying "Moving Through Network In Transit, Arriving Late" from last 2 weeks. I sent a second copy to IRS with an enclosing letter explaining the reason. I opened a case with USPS and then the 1st one reached after a delay. So IRS got 2 copies. 🙂
