where do I put this amount in, tax law says 23k is normal limit (put in my 16.2k) and your software says its over contributing and then charges me for the tax I already paid on it???????

You don’t enter a 401K contribution under Deductions & Credits. Only IRA contributions go there. You only enter 401K from your W2 nowhere else. Delete it from Deductions.
