$39 balance

I received an email about a balance that I need to pay $39 I have not received my refund yet because IRS sent me a letter wanting me to verify my identity I was able to go online to IRS as instructed and I did the verification IRS also sent me another letter thanking me for confirming my verification 

I want to know why is Turbo tax charging me again for the $39 that I already agreed to have it come out of my refund  I. Need to know if I’m still receiving a refund or not . It should not have to take this long.
