2023 desktop download

I purchased the 2023 desktop downloadable filing tool. I did not realize having access to a desktop was not sufficient, the installing the tool requires admin permissions that I do not have.  I cannot use the product I purchased because I do not OWN a desktop or laptop computer.  Is there a way to get a refund for the money I paid for his tool?
