2021 Stimulus Direct Deposit Not Received

My parents changed their bank account between receiving the 2020 stimulus checks and the 2021 $2,800 ($1,400 each).  As such, when the stimulus payments came in 2021 they were sent to a closed bank account.  As a result, my parents did not receive the stimulus payments in 2021.  I'm trying to enter the Recovery Rebate Credit in their 2021 taxes but I can't find where to enter that anywhere in the TurboTax software.  I have the downloaded Deluxe version of TurboTax.

Even though the payment would have been returned, you need to check their IRS online account to be sure the payment was not then mailed to them. 

The stimulus question is in the review section of TurboTax just before you file.

I keep going to the Review section and the question about Stimulus does not come up unless it's even further in the process, like right before I'm about to "Submit" the returns.

When you enter all your information, If you meet the requirements, you'll see the question  Did you get a third stimulus?
