2019 paper return

I mailed out our paper return last tax year. The IRS processed my check payment but did not process my return. I am eligible for a refund this tax year but I can't efile because the IRS doesn't have my AGI entered into the system.

You can enter a zero for last year's AGI since it has not processed yet. If your payment was attached to your return, it may not be processed. If your payment was loose/ separate from the return, then it's a waiting game. The IRS is starting to process from last June and has started paying returns mailed in last March.
