1099-R box 16 is blank , but Turbotax software will not let me advance without putting something in that box

What should I put for state distribution for box 16 when the 1099-R form is blank?

If box 14 on your 1099-R is zero or blank, leave boxes 14, 15, and 16 empty in TurboTax. Don't enter anything.

If box 14 has an amount and box 16 is blank put in the amount from box 2a in box 16.  If 2a is blank then put in the amount from box 1.
