My husband was paid $700 to call HS football games on the radio for a local radio station. He received a 1099 MISC. Does he have to fill out a schedule C also? He has done this for a few years, but has never had to fill out a schedule C.

Yes, he has to file a Schedule C. He is a self-employed announcer, working as an independent contractor to the radio station.
I don't know why he didn't file Schedule C before. He should have been doing it all along.
If, in past years, your husband earned less than $600 per year for his announcing, he probably did not get a 1099-MISC. Without the 1099-MISC, TurboTax would not have told him to file Schedule C, but he should have been reporting the income on Schedule C, even without the 1099-MISC.
