I live in Pennsylvania yet work in New Jersey and will receive a 1099-Misc for the job. Do I need to file a New Jersey Non-resident state tax return?

Yes, if you worked in the state of New Jersey, you would have to file a New Jersey nonresident tax return to report the 1099 income if you are otherwise required to file. See NJ Income Tax – Nonresidents
