My wife received a 1099-MISC from a payer called [PII Removed], with an address of [PII Removed]. Is this a legit entity? It says that I earned $9,000 in the state of California. I almost believed it, but it displays an incorrect Recipient's TIN, which is not my wife's. What should I do? They've included their phone number [PII Removed].

Have you called them? They are who issued the 1099 and will need to correct it if it is something that indeed is associated with money they paid to you.
Tried calling them, no answer, left a voicemail. She said she never received such a huge amount during the year.
You should always attempt to contact the issuer first to discuss the incorrect form and request a corrected 1099-MISC. If you can not reach the issuer and have not received the corrected or missing 1099-MISC by the end of February, you can contact the IRS at 1-800-829-1040. The IRS will supply one of the following forms:
Form 4852, Substitute for Form W-2, Wage and Tax Statement or Form 1099-R, Distributions From Pensions, Annuities, Retirement or Profit-Sharing Plans, IRAs, Insur...
If the missing or incorrect form has not been received by the tax filing deadline. The return can be completed, estimating the income from the 1099-MISC and include form 4852.
