I have a non-refundable tax credit that I can only use part of because of a carryover loss on schedule D line 21 of $3,000. I would like to not use that carryover loss from previous year but instead not claim it this year but have it carry forward to next year.

You have to use the capital loss carryover this year. You can't skip a year.
