No. Only the state can provide this documentation. And, to receive West Virginia's Motor Vehicle Property Tax Adjustment Credit, you need to have received the documentation from the state.
When you get to the Taxes and Credits portion of the West Virginia section in TurboTax, you'll come to a screen called Motor Vehicle Property Tax Adjustment Credit.
You'll be asked whether you received an MV-1 schedule from the West Virginia Tax Division. If you answer yes, the next screen will allow you to enter your MV-1 data. But when you answer no, you bypass the chance to enter that information.
