Yes, you can use any phone number you want with a valid US area code.

that did not answer the question - Foreign telephone numbers have a different sequencing and set of numbers plus a country code.  Your software does NOT work with a foreign telephone number for a FOREIGN address where a US citizen resides.

You are correct, TurboTax does not accept foreign telephone numbers in its programs - the reason is that the IRS will not accept or use a foreign telephone number for contacting you about your return. They will, however, accept and use your foreign address.

You can't enter an international phone number in the Mailing Address & Phone number section of the Personal Interview.  

The IRS asks for your phone number in case they have a question about your return (this is rare). They will not, however, call an international phone number. 

 In order to complete and e-file your return, you can enter the phone number of a relative or friend in the U.S,, or a "dummy number" (800-555-1212). The  IRS will identify your entry as a placeholder number - if they have questions, they will mail them to you

You can Efile with a Foreign Address, but you need a US phone number and US bank account.

A dummy US number worked in the past, but for 2023, at the point of efiling, TT asks to verify your phone number via text ot call in order to continue. Obviously this is not possible. The net result is that in fact US taxpayers living overseas without a US phone number apparently simply no longer can efile. I have been living in Europe for 6 years and never had this problem with TT before.
