Why does TurboTax reject 00-0000000 as a FEIN for a foreign payer on a 1099-R form to e-file my 2017 tax return when it was accepted in 2013, 2014, 2015 and 2016?

I think there is a problem in general with 1099 R forms in Turbo Tax. For the past two years my return has been rejected from e-filing because it says my FEIN numbers on my 1099 Forms do not match what that IRS has. I have double checked and the FEIN numbers on my 1099 R Forms are correct, correctly typed, and were previously accepted
