In the Review page, Turbo gives me the deduction breakdown, which says "You took the Standard Deduction of $14,600. Your total deductions were $17,693, which includes an IRA deduction of $3,093 and a state and local tax deduction of $981." Why does not the math add up? My total deduction should be 14,600 + 3,093 + 981 = 18,674, isn't it?

No.   The state and local tax  of $981 has no effect at all since you did not have enough other itemized deductions to exceed your standard deduction.    Itemized deductions that go on Schedule A have no effect unless the total of the itemized deductions exceeds your standard deduction of $14,600.   The IRA did not go on Schedule A, so it helped you.   The state and local tax did not help.
