This should be automatically computed when using TurboTax. You will need to enter all of you allowable itemized deductions onto the federal return and that information should updated to the state. TurboTax will translate to each state based on the state's guidelines.
You can do so if you live in one of the states that allow it and you have enough state itemized deductions to benefit from doing so. The following states allow you to itemize deductions while claiming the federal standard deduction Alabama, Arizona, Arkansas, California, Delaware, Hawaii, Idaho, Iowa, Kentucky, Minnesota, Mississippi, Montana, New York, North Carolina, Oregon, and Wisconsin.
This is not working in the 2023 deluxe desktop version for Oregon. I have tried everything to get the software to itemize State deduction while taking the standard deduction for federal and it will only put $0 in line 16 on the OR40. I can find the OR-A form in the program and it shows $19435 in line 23 which is supposed to go to line 16 in the OR40 if it is larger than line 17 (which it is).
I ran some scenarios in TurboTax Desktop and did not encounter this problem: it still put the itemized deductions on the Oregon return when they exceeded the Oregon standard deduction, even when they didn't exceed the Federal standard deduction.

I have been trying to do this as well. I did click on the actual form and found a spot where I could change to itemized deductions. It was of benefit to me. However, I couldn't find it anywhere in the areas where info is entered. Can I do it this work around way?
You should be OK making an election to change to itemized deductions on your state return by choosing that option on the form . When you go through the review, as is required before you file your return, TurboTax will let you know if that is not allowed. @dollz
I encounter the same thing. I had to go into the forms and select the "itemized deductions even if less that the standard deduction"
