When calculating use tax do I have to include city tax if I live outside of city limits?

I live in rural Oklahoma, and am not in city limits so I believe my local rate (for internet/out-of-state purchases, etc.) would be only state + county taxes. My address is a Blanchard address, but I don't live in Blanchard city limits. I believe my calculations should not include the city taxes, but just trying to confirm.

If you do not have a local tax, you can use the general sales tax rate plus the county.
