No one knows an exact date yet----but likely late in January of 2023, since tax year 2022 has to be over before you can file a 2022 tax return. Why do you ask?

@Lonetone - what is the rush? the experience on these boards is those who file early are the ones that have amendments later!
Employers and other financial institutions are not required to get the appropriate forms to you until January 31st. You can not file based on the last paystub of 2022.
Normally, the IRS opens the window to file the last week of January.
if you have child tax credit or EIC eligibility, the IRS can not begin processing those tax returns until February 15 by law.

A. Yes. As previously stated, you can mail in a paper return. That assumes that all of the forms you use are finalized. Some of the lesser used forms may not be.
Even if the IRS is not yet accepting e-filed returms, TurboTax (TT) will (usually) allow you to e-file before then. TT will "hold" your return until the IRS starts accepting them.
