TX school I work for did not deduct federal taxes from my paycheck

I received my W2 recently, and the federal withholding box is blank. I went to the payroll website, and my W4 says I am not exempt from withholdings. I spoke with HR today and was told I am responsible for deducting federal taxes from my paychecks. This does not seem right, since I am a full-time permanent employee, and this sounds more like what  freelancer would have to do. Any help anyone can provide would be greatly appreciated.

You still owe the tax to the IRS even if your employer or payroll department was the one who messed up by not withholding enough taxes during the year.  You employer should be withholding tax according to how you completed your Form W-4.  However, the IRS considers it the employees responsibility to make sure enough tax is being withheld.

You may want to ask them to show you a copy of the W-4 you submitted (if you submitted a paper copy).  If you filled it out online, then check to see if you filled it out properly.
