There are seven tests, you have to meet all of them. See this TurboTax article

Also, the child-tax credit is non-refundable. That means it can only be used to lower the tax you owe. If you don't owe enough tax you won't get a refund because of it. I.e. if you owe $600 total tax for the year and your child tax credit would normally be $1,000, then your credit is limited to $600 and your tax is $0. You don't get the other $400 as a refund.
