Two gigs for same company, same type of work. One 1099 is fully filled out. The other is all blank except for things like Company name, EIN, and my wages AND Box 19. Local income tax amount is different from one 1099 to the other, so would I be right to add both Box 19 totals together and submitting it as one single 1099?

There is no box 19, and no local income tax, on a Form 1099-NEC or 1099-MISC. It sounds like the form you have is a W-2. Is that what it is? Is box 1 labeled "Wages, tips, other compensation"? If so, it's a W-2.
If it is a W-2, what exactly is in box 19 on each form? Is there anything else in that box besides the amount? What is in box 20 on each form? Employers sometimes put things in box 19 that don't belong there. What state did you work in? Did you work in two different locations, in different cities or towns?
If what you have is a W-2, of course, you cannot enter it as one 1099 or two 1099s. You have to enter it as a W-2.
